First of all, it's not said, that every stronghold has a library. Some strongholds are not perfectly generated. There are only 3 strongholds in a world, if I remember correctly. If you found all of them and none had a library, you won't find a library at all.

After defeating the ender dragon and jumping through the portal, it will than proceed to give you a long poetic thingy, which is kind of hard to explain, and after that's over, the game plops you back into the over world where you last slept and now you can go to the end as much as you like, without the ender dragon.
